Inside Notre-Dame Cathedral
As you can see I do have an issue with white spots on this film and this is after spot-cleaning a fair bit. The developer, fixer, Photo-flo and water that I use are all clear when I tested yesterday and my drying cabinet hasn’t changed at all, I wonder what the spots are. Any suggestions?

Perhaps some partial crystallization of the developer. I had that with unfiltered Caffenol (soda crystals)…

I would look at your scanner, especially if it is a flatbed. I find that if the image is not completely in contact with the glass I get white spots like yours.

It turns out that the issue is with the last few rolls of ADOX CHS 100 ART that were made, others reported the same issue. I scan 35mm film on a Nikon CoolScan V ED, so not a flatbed scanner.
